Background Information: Her history without the newest episode. Since I didn't realize the wiki has a full summary of the episode on another page until after I wrote out most of the following summary, I'll include both for posterity. The summary below focuses on Octavia's perspective:
The episode starts with Stolas sharing with a young Octavia the story of Azathoth's Tears, a unique star shower that demons can see for what they truly are. Via expresses interest in it and Stolas promises to see them with her when they come around next. As young Octavia settles into bed, smiling brightly, it transitions to current day Octavia; wearing the same expression, she hops out of bed eagerly and prepares for that promised day. Her enthusiasm slowly fades as when she finally finds her father arguing with her mother, Stella, about their divorce. The Goetia family has no problem thrusting such heavy tasks into a child's hands. Between that and the unstable, if luxurious, life she lived, it's no surprise that Octavia's become a rebellious, emotionally driven teenager with dry wit and playlists full of edgy music.
She's an intelligent girl, thanks to her father teaching her himself and royal benefits to her education. None of it's gone to waste, but she's not above using it to make wisecracks or to prove a point. She called out the children's theme park, Loo Loo Land, for being a blatant ripoff of the more successful Lulu World and noting the park reeked of insecure corporate shame. Octavia has many books at home to read through, lending to her father's love of books, as well as inheriting his love of astrology. Regaling his daughter with stories of stars and constellations as a child with genuine enthusiasm sparked her interest not only because of the natural wonder of the subject, but because of Stolas' fondness for it.
Of course, that intelligence leads to a certain awareness of the faults within her life. It's very likely Octavia's already aware that she was born to be a backup plan. Her grandfather, Paimon, can drop such heavy facts without hesitation and did so to Stolas when he was young. Why should she be any different? While her feelings or awareness of the subject isn't explored in the show, it's shoved aside because of the much larger focus on her parents and the broken marriage they've tolerated. Their regular shouting matches were enough to push her towards darker makeup and depressing music, so by the time Stolas cheated on Stella with Blitzo, Octavia's sleep being disturbed by shouting and shattering objects was normal.

She's at an age where she needs to accept reality for what it is when emotions and childish beliefs make that so hard to do. Fortunately, she's a smart girl. Via can accept advice from others and learn from it. She can learn her dad has his flaws and accept them because he's still trying his best. She'll need advice from time to time and more friends besides her father, but if she can manage that, she will be okay.
Abilities & Inventory: Octavia has some experience casting magic. It's implied she has a basic understanding of how to do it and even knows some spells, with the more advanced ones not being taught to her yet. The ability to snap her fingers and conjure a small flame may be one of those basic spells.
Also she's an owl. She can turn her head around way more than a normal person can.

The most important items will be her usual outfit, her cellphone and her beanie with a tiara design on it. These are all mundane items.
Dreamotion
When a young Octavia had a nightmare about her father disappearing, it was Stolas' song that comforted her and let her sleep soundly that night. As a result, her dreamotion abilities will revolve around singing. Songs that buff, songs that heal, songs that can influence the emotions of listeners and comfort others as they've comforted her in the past.
Suitability & Plans: Despite having two episodes primarily featuring her, we don't get to see much of Octavia's life outside of living with her parents. Headcanons aside, the focus is on her relationship with her parents, especially her father. Despite that alone being enough to push her towards becoming an edgy teenager, it'd be sweet to let her have something of a normal life. There's little chance a precautionary heir in a royal family has one of those, so having friends and a social life, especially friends around her age, would do her some good. She really needs some positivity in her life besides her dad.
Speaking of which, one of the more interesting aspects will be in having her father, Stolas, around. Not always the best idea to build plans around canonmates, but the notion can be worked with either way. If he leaves, life becomes harder for her and she'll need time to remember the emotional attachment to her dad can be enough to push her forward. If he's around, she might spend a lot of time with him, but also be considerably more cheerful and willing to try new things with her pillar of strength so nearby.
Also if I'm being honest, cute father/child interactions are my weakness and while it won't be the sole reason behind bringing in Octavia, it's no less something I'm really looking forward to.
